Today on 23.06.2018 SHO PS Bharari intimated to this office that on 22.06.2018 at about 08.35 PM one Suresh Kumar S/o Sita Ram, R/o Vill. Maire, P.O. Dangar, Tehsil Ghumarwin, Distt. Bilaspur (HP) had telephonically informed in PS Bharari that his brother Ashok Kumar is in the influence of liquor and saying that has consumed some medicine and is quarrelling and requested for Police help.
On this information, HHC Shakti Singh No. 226 & Ct. Rajnish Kumar No. 423 were sent to the spot (Haritlyangar) to verify the facts. Thereafter, reaching on the spot at 10.12 PM, above mentioned officials telephonically informed in Police Station Bharari that additional two more officials be sent to control the situation on the spot. Thereafter, two more Constables were sent to the spot and subsequently PS vehicle No. HP07A-0371 was also sent to the spot and Ashok Kumar was arrested u/s 107/151 Cr. P.C. His wife Reena Devi was informed about this arrest. Thereafter, Ashok Kumar was got medically examined at 12AM in CH Ghumarwin
At this time nobody mentioned that he has consumed any poison and he was very abusive and was not listening to anybody. He was under influence of alcohol as he was discharge from hospital, he was taken to PS Bharari and lodged in PS lockup at 02.27 AM. Where after some time the condition of Ashok Kumar started deteriorating and he started vomiting. Immediately, he was again rushed to CH Ghumarwin for treatment where he died.
In view of above facts and circumstances, following immediate action has been taken: –
- A request has been sent to the Ld. Session Judge, Distt Bilaspur to conduct judicial enquiry into the above matter.
- A request has been sent to the Director, FSL, Junga Distt. Shimla HP to depute Forensic Team with the direction to visit the spot. Dr. NS Patyal from FSL Junga has already reached the Bilaspur.
- Detail information of above case has been sent to the National Human Right Commission from SHO PS Bharari. Action taken report will be updated to NHRC Delhi.
- District Magistrate Bilaspur Distt. Bilaspur has been intimated and requested to depute a Executive Magistrate for conducting Post Mortem from a panel of doctors in presence of forensic experts and video recording of whole proceeding by independent please.
